This is one of the easiest ways to spot discrimination. If two people who have the same experience and qualifications are not getting equal pay, it means there is discrimination. An employer cannot discriminate based on gender, race, color, religion, sex, nationality, or anything for that matter. If he is using this as a basis to not give equal pay, your workplace is discriminating.

Another measure that a company can implement is to educate people about discrimination.  They can hold seminars or training so people know what to do to eliminate discrimination. This will cultivate a more inclusive organization.

If they feel that they are being harassed or discriminated against, they should feel comfortable about reporting it without facing the fear of a backlash.
